The Cabinet found 50 billion: where will the unplanned revenues in the 2025 budget be directed?.


The Cabinet of Ministers presented the state budget for 2025 for the second reading
The Cabinet of Ministers of Ukraine presented the revised draft state budget for 2025 for the second reading in the Verkhovna Rada. The document must be approved by parliament by November 20, reports RBC-Ukraine.
According to the draft, the planned state budget revenues will amount to more than 2.32 trillion hryvnias. Of these, 2.13 trillion is allocated to the general fund, and 193.87 billion – to the special fund. Compared to the first reading, total revenue has increased by 2.82 billion hryvnias.
Key changes affected the funding of the road sector. The government abandoned the previous idea of allocating 43.21 billion hryvnias to the road fund – these funds will be directed to defense needs. Instead, a new budget program for road maintenance with annual funding of 12.6 billion hryvnias has been created.
Total budget expenditures are planned at 3.995 trillion hryvnias. Among the priority areas: An additional 1.02 billion for the development of armaments; 1 billion for assistance to internally displaced persons; 11.997 billion for teacher bonuses; 2.2 billion for war veterans support; 4 billion for destroyed housing compensation and the "eRecovery" program.
The government also revised the controversial decision to increase funding for prosecutorial salaries, reducing additional expenses by 1.2 billion hryvnias.
Significant funds will be directed to investment projects: 11.8 billion – for education, 8 billion – for water supply, 6 billion – for social protection, 5.6 billion – for healthcare.
Additionally, a number of new social programs are being introduced, including support for Ukrainians abroad (150 million UAH), regional development (1 billion UAH), and the financing of critical civil aviation infrastructure (827.9 million UAH).
