In Ukraine, new rules for reserving and winter payments announced: starting from December 1.


The government has decided to launch a new support program for the population called 'Winter eSupport'. Starting from December 1, 2024, every citizen of Ukraine will receive 1000 hryvnias for the purchase of Ukrainian goods and services.
This program has three aims: to help Ukrainian families, support domestic producers and service providers, as well as provide support to the Armed Forces of Ukraine.
The government is also introducing new rules for reserving employees of critical enterprises. The updates to the reservation system include the following changes:
- Agreement on criteria with the Ministry of Defense and the Ministry of Economy;
- The minimum wage for reserved employees (not less than 2.5 minimum wages);
- Transition of all reservation procedures to Diia starting from December 1;
- A transitional period until February 28, 2025, for existing deferrals.
The government continues to attract international funding. The total amount of attracted support exceeds $100 billion. In particular, a grant of $1.35 billion was received from the USA, an agreement was signed with the European Commission for the provision of 4.1 billion euros under the Ukraine Facility, the fifth review of the IMF program was successfully completed, a new loan from the World Bank for over $1 billion was obtained, and additionally, funding from the EU in the amount of 150 million euros was received, for instance, for free meals for schoolchildren in 2025.
